To go from a decimal to fraction.

Step 1: Place the decimal over 1  

Step 2: Count the numbers to the right of the decimal point to calculate the                        place value

Step 3.  Place the same number of zeros behind 1 that you counted in step 2            
Step 4. Multiply the numerator and denominator of the fraction from 
            step 1. by the step 3. number  

Step 5. Reduce the fraction


Example: Convert .25 to a fraction 

Step 1  .25/1 

Step 2. There are 2 numbers to the right of  decimal point therefore the place                    two zeros behind the 1 which equals 100
